Background

Born in Caracas, Venezuela, Mr. Rodriguez attended the Universidad Central de Venezuela where he received the 1991 Merit Award for Students, Honors Academic Performance, which recognizes the best average in the law school in Juridical and Political Science. In 1991, he also interned at the Institute of Criminal Science at the Faculty of Juridical and Political Sciences at the Central University of Venezuela in Caracas. He received acknowledgment for being counted among the top 50 students in his law school class in 1992 and graduated in 1994, earning the magna cum laude distinction.

Before obtaining his second law degree in Madrid, Spain, in 2009, Mr. Rodriguez served at the Fondo de Garantia de Depositos y Proteccion Bancaria (FOGADE), Caracas, Venezuela, from 1994 to 2007, where he rose from an operative attorney in the Consulting and Contract & Agreements Department to the Head of the Legal Financial Department, and was then promoted to Executive Coordinator of FOGADE’s Department of International Legal Affairs. From 2004 through 2007, he was responsible for the coordination and supervision of the legal proceedings pursued by FOGADE in foreign countries, including those in the U.S., Switzerland, Holland, Curacao, Antigua, and Aruba, and others.

Among his significant professional successes was the defense of the interests of a financial institution in the recovery of US$1.6 million deposited in a numbered Swiss bank account held by an offshore company with nominee directors and shareholders.
