{"id":6964,"date":"2019-07-02T20:07:49","date_gmt":"2019-07-02T20:07:49","guid":{"rendered":"https:\/\/diazreus.com\/new-venezuela-related-sanctions\/"},"modified":"2021-01-14T15:43:41","modified_gmt":"2021-01-14T15:43:41","slug":"new-venezuela-related-sanctions","status":"publish","type":"post","link":"https:\/\/diazreus.com\/ru\/new-venezuela-related-sanctions\/","title":{"rendered":"New Venezuela-related Sanctions"},"content":{"rendered":"<p>&nbsp;<\/p>\n<div align=\"justify\"><a class=\"dt-pswp-item\" href=\"https:\/\/diazreus.com\/wp-content\/uploads\/2017\/10\/NF-blog.png\" data-dt-img-description=\"\" data-large_image_width=\"960\" data-large_image_height=\"640\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-13335 alignleft\" src=\"https:\/\/diazreus.com\/wp-content\/uploads\/2020\/11\/NF-blog-300x200-1.png\" alt=\"\" width=\"300\" height=\"200\" \/><\/a>The Office of Foreign Assets Control (\u201cOFAC\u201d) has dusted off Executive Order 13692 issued on March 8, 2015 by former president Barack Obama to impose additional sanctions on Maduro\u2019s regime in Venezuela.\u00a0\u00a0This executive order authorizes OFAC to include individuals and entities in its list of\u00a0Specially Designated Nationals and Blocked Persons (\u201cSDN List\u201d) when OFAC, in consultation with the Secretary of State, determines that they have engaged in actions against democracy or freedom of expression, human rights abuses, or corruption in Venezuela.<\/div>\n<div align=\"justify\">Executive Order 13692 also authorizes OFAC to sanction any\u00a0current or former official of the Government of Venezuela, and persons who have assisted, in any way, individuals or entities that have been previously sanctioned by OFAC.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">First, on June 27, 2019, OFAC added\u00a0the former minister of Electric Power and President of the National Electric Corporation (CORPOELEC), Luis Alfredo Motta Dominguez, and the Deputy Minister of Finance, Investments, and Strategic Alliances for the Ministry of Electric Power, Eustiquio Jose Lugo Gomez\u00a0to its list of\u00a0Specially Designated Nationals and Blocked Persons (\u201cSDN List\u201d).\u00a0OFAC sanctioned these individuals for being \u201ctwo\u00a0Maduro regime officials who continue to engage in significant corruption and fraud to the detriment of the people of Venezuela.\u201d Specifically, OFAC referred to the negative consequences\u00a0that the constant power outages have had in Venezuela, including additional restrictions to the people\u2019s access to basic goods, services, potable water supplies, and health services.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">OFAC also imposed its sanction after\u00a0Motta and Lugo were charged in an indictment returned on June 27, 2019 for conspiring with others to launder the proceeds of violations of the Foreign Corrupt Practices Act (FCPA) through bank accounts located in the Southern District of Florida.\u00a0The indictment alleges that\u00a0beginning\u00a0in or around January 2016 and continuing through December 2018, Motta and Lugo awarded three Florida-based companies more than $60 Million in procurement contracts with CORPOELEC in exchange for bribes paid to them or for their benefit.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">This indictment followed the guilty pleas of two businessman on June 24, 2019 before U.S. District Judge Cecilia M. Altonaga of the Southern District of Florida to one count of conspiracy to violate the\u00a0FCPA in connection with the corrupt payment scheme at CORPOELEC.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">Second, on\u00a0June 28, 2019, OFAC added\u00a0Nicolas Maduro\u2019s son,\u00a0\u201cNicolasito\u201d Ernesto Maduro Guerra, for being a current or former official of the Government of Venezuela. OFAC also referenced that Maduro Guerra has been involved \u201cin propaganda and censorship efforts, and has profited from Venezuelan mines along with Maduro and his wife, Cilia Flores.\u201d<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">Accordingly, all\u00a0property or interest in property of\u00a0Luis Alfredo Motta Dom\u00ednguez,\u00a0Eustiquio Jos\u00e9 Lugo G\u00f3mez, and Nicolas\u00a0Maduro Guerra,\u00a0within or transiting U.S. jurisdiction has been blocked.\u00a0Additionally, if they are not authorized by a general or specific license issued by OFAC, U.S. persons are prohibited from engaging in transactions with them or entities in which they have, directly or indirectly,\u00a050%\u00a0or greater ownership interest.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">The number of individuals and entities added to the SDN List pursuant to Executive Order 13692 is expected to grow in the following days.<\/div>\n<div align=\"justify\"><\/div>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[:en]The Office of Foreign Assets Control (\u201cOFAC\u201d) has dusted off Executive Order 13692 issued on March 8, 2015 by former president Barack Obama to impose additional sanctions on Maduro\u2019s regime in Venezuela.
